colleague attended the NIOC office to sign documents  and  as=
 per the
norm of practice,  he submitted the LOP to NIOC representative =

sign

however NIOC representative accepted to sign but afte=
r signing
documents  by us,  he refused to sign the LOP  as he asserted =
that he
got instructions not to sign LOP=2E
